$158M California Emergency Operations Project Goes to Turner

Following a year of reorganization to position itself for growth fueled by $33 billion in backlog, Turner Construction announced a $158 million project win to build an emergency operations center in Southern California.


The Southern Region Emergency Operations Center will occupy a 15-acre site within the Fairview Development Center in Costa Mesa, as detailed in the project’s environmental assessment submitted to the state.


Commissioned by California’s Department of General Services, the facility is being constructed for the Governor’s Office of Emergency Services to bolster disaster response capabilities across Southern California, according to a Turner news release. The project encompasses a 35,000-square-foot office building and a 20,000-square-foot support warehouse.


Additional features include a helipad, outbuildings, landscaping, fencing, parking lots, and a 100-foot microwave tower, along with infrastructure upgrades such as utilities, stormwater management, and intersection and roadway improvements. The facility will also feature energy infrastructure, including photovoltaic panels, battery energy storage, and emergency generators, and is designed to meet net-zero energy standards.


Turner is collaborating with Mountain View-based DGA Architects as its design-build partner for the project. “This project represents a significant step in enhancing the community’s resilience and readiness in times of need,” said Reed McMains, Turner’s vice president and general manager, in the release. “We are honored to partner with the Department of General Services and DGA Architects to deliver this critical emergency operations center.”


Turner expects construction to be completed by mid-2027.
